Frustrated at Macquarie’s impertinence, Bathurst retorted that the deal was off and that the governor should instead just impose a higher duty on imported rum as a means of increasing the colony’s coffers once the hospital building contract had expired.

But Macquarie would not be that easily discouraged. In October 1814, with the hospital nearing completion, he reiterated and further explained why his colony needed a distillery:
